Gary Thompson was absent due to illness and Randy Jones was absent due to work. Attorney Mike Duncan was present. Visitors present: Clay Warnick, Wayne Rassman, Winslow Baker, Sherry Needy, Carolyn Alexander, Tina Sanders, Jane Searcy, Darrell Maines. Mayor Simpson called the meeting to order at 7:30p.m. Mayor Simpson called the meeting to order and performed the swearing in for Councilman Jackie Giles who was not present in January. Mayor Simpson congratulated the Gallatin County Boys Basketball team on their Class A championship. #1 Approval of the Agenda Mayor Simpson added Gallatin Co. Water District contract, Charlie French added garbage cans, Bernard Walsh added Christmas decorations and sidewalks. A motion by Charlie French seconded by Jackie Giles to approve the agenda with the addition. Motion carried unanimously. #2 Approval of the Minutes from previous meeting A motion by Bernard Walsh seconded by Charlie French to approve the minutes from the previous meeting. Motion carried unanimously. #3 Approval of the Financial Statements & Bills for the Month A motion by Charlie French seconded by Keith Jones to approve the payment of the bills for the month. Motion carried unanimously. #4 Recognition of Audience None #5 HISTORICAL SOCIETY AND CEMETARY; Darrell Maines President of the Historical Society Darrell Maines was present and explained that the Historical Society was in the process of moving, rebuilding & restoring a log cabin that was built in Gallatin County somewhere between 1805-1810. The cabin has been disassembled and moved to the Historical Society property in Warsaw. The cost to reassemble the cabin is approximately $60,000.00. The society is asking for donations from private individuals as well as city and county governments to help reconstruct the cabin. The Mountjoy and Lillard families have pledged approximately $900, Ateck Corporation has donated the foundation, Shinkle Concrete has promised to build the handicap accessible ramp. The project needs to proceed quickly due to the logs cannot remain on the ground for very long. Council agreed they would give the matter some thought. Mr. Maines also advised council that the Warsaw cemetery board is a non-profit group run strictly through volunteer effort. The board would like to see if the City is interested in taking over care etc. of the Warsaw cemetery. There is approximately $167,000 in the perpetual care fund along with another $2200 in a general fund for mowing etc. The newest part of the cemetery has been surveyed but the pins have not been driven. Council agreed to have the city attorney look into the possibility of the city taken the cemetery over. #6 CHAMP BOAT RACE AUGUST 17, 18,19 Mayor Simpson advised that Gallatin Countys Thunder on the Ohio River has been scheduled for August 17,18, & 19th at the City park. He advised that the project is being sponsored by Gallatin County Tourism, Belterra, and Smugglers Cove. The organizations board would like sponsorship money from the City and the County. After discussion a motion was made by Councilman Walsh seconded by Jackie Giles to commit $12,000 to the Champ Boat race and to discuss in March where the money would be budgeted. Voice vote: Charlie French yes, Keith Jones yes, Jackie Giles yes, and Bernard Walsh yes. Motion carried. #7 WINSLOW BAKER Winslow presented council with the revised City of Warsaw Zoning Ordinances. He asked that council review his proposed revisions and recommend any changes. Once council is done with their review it would be send to the Gallatin County planning and zoning commission for a public hearing and then final approval of the document would come back to city council. Council reviewed a letter from members of the Blue Heron Group advising they are aware of the need for streetlights at the Blue Heron subdivision. They have contacted Kentucky Utilities and would install lights as soon as the weather permits. #8 RENAISSANCE ON MAIN PROGRAM Renaissance director Wayne Rassman requested permission to use already budgeted funds towards a market analysis. The total cost of the market analysis would be $3500 and the citys renaissance budget would pay $2000. The remaining $1500 will come from Tourism and Chamber of Commerce funds. Mr. Rassman announced that the City had received its Preserve America designation. Mr. Rassman asked permission for one person to attend the Spring Main-Street training in Danville and 4 people to attend a Historical training class in Frankfort. #9 NEW STORAGE BUILDING Mayor Simpson reminded Council that at the January 2007 meeting they had received 2 bids for the construction of a 30x70x16 building at the WWTP. The bids were opened and discussed but questions had been raised concerning the big difference in bids. Council tabled the matter until the February meeting because Councilman Giles had organized this project. Councilman Giles confirmed that both bids received had used the same specs. A motion by Jackie Giles seconded by Charlie French to approve the bid received by Gozman Inc. for $19,995.00 Voice vote Bernard Walsh yes, Keith Jones yes, Charlie French yes, & Jackie Giles yes. Motion carried. #10 NEW CITY TRUCK Mayor Simpson advised that the City would be purchasing a new truck for Eric Moore under the state master bid contract. The truck is a 2007 F250 4/4 with a utility bed from Man of War Ford in Lexington. Council agreed with the purchase. #11 BUDGET AMENDMENTS A motion by Charlie French seconded by Jackie Giles to approve the budget amendment moving money from line item 631-3 and 604-3 for $30,000 for engineering and surveying fees. Voice vote: Bernard Walsh yes, Keith Jones yes, Charlie French yes, Jackie Giles yes. Motion carried. #12 ORDINANCE 2007-01 ENACTING & ADOPTING A SUPPLEMENT TO THE CODE OF ORDINANCES Attorney Mike Duncan read the first reading of Ordinance 2007-01 enacting and adopting a supplement to the Code of Ordinances for the 2006 Supplement which contains all ordinances of a general nature enacted since the prior supplement. #13 RESOLUTION IN FAVOR OF LAND & WATER CONSERVATION FUND 2007 GRANT APPLICATION City Clerk Carolyn Marksberry advised that she and Councilman Giles are working on a 20007 grant for Land & Water for the new recreational park. A resolution from city council is required as part of the application process. ADDITIONS: WATER CONTRACT-Mayor Simpson advised that he had received a letter from Attorney Steve Huddleston on behalf of the County Water District. The County Water District would like to renegotiate its contract to buy water from the city. Their proposal would purchase 500,000 gallons a month instead of the current 5 million a month. The request is because the GCWD has developed new wells and no longer needs to buy that amount of water. Other items would be part of a new deal would be the city taking over ownership of a transmission line in the City currently owned by the County, as well as the installation of fire protection at Blue Heron, a by-pass valve in case of emergencies, and a purchase rate of $1.25 instead of the current $1.05 per 1000 gallons. Agreement was given by council for the Mayor and the attorney to enter into discussion with the County. CHRISTMAS DECORATIONS-Councilman Walsh requested that the city purchase some additional Christmas decorations so that US 42 West up to Mike Rassmans house could be lit. Council agreed. SIDEWALKS- Councilman Walsh asked Council to consider building a new sidewalk along US 42 West from the Church to Fifth Street. Pedestrian traffic has increased in that area and he considers this to be a very big safety issue. Mayor Simpson first advised that it has been his agenda to correct and rebuild sidewalks before constructing any new ones but that he would look into the cost for this project. A motion by Jackie Giles seconded by Charlie French to exit the regular session and enter closed session for the purpose of discussing land acquisition pursuant to KRS 61.810. Motion carried unanimously. A motion by Jackie Giles seconded by Bernard Walsh to exit Closed Session and enter Regular Session. Motion carried unanimously.
