Jackie Giles was absent for personal reasons. Attorney Mike Duncan was present. Visitors present: Clay Warnick, Wayne Rassman, Eric Moore, Marge Tabor, Winslow Baker, W.L. Smith Contractors, Michael Sweeten. Mayor Simpson called the meeting to order at 7:30p.m. Mayor Simpson called the meeting to order and invited Attorney Michael Duncan to perform the swearing in ceremony. Council members except Jackie Giles and Mayor Simpson took the oath of office. #1 Approval of the Agenda Charlie French added street lights. A motion by Randy Jones seconded by Charlie French to approve the agenda with the addition. Motion carried unanimously. #2 Approval of the Minutes from previous meeting A motion by Keith Jones seconded by Charlie French to approve the minutes from the previous meeting. Motion carried unanimously. #3 Approval of the Financial Statements & Bills for the Month A motion by Charlie French seconded by Keith Jones to approve the payment of the bills for the month. Motion carried unanimously. #4 Recognition of Audience Warsaw resident Marge Tabor was present with several questions regarding the health department. Mayor Simpson referred her to the Judge Executives office who handles the health department. Mrs. Tabor also had several questions regarding a police matter etc. Mayor Simpson referred her to the police department and Officer Johnson was immediately notified to address her issues. #5 WINSLOW BAKER Mr. Baker advised he had started work on re-writing the Citys Zoning Ordinances. He submitted the first half of the ordinance book for Council to review his changes. Mayor Simpson advised that the city clerk would copy the changes in red and it would be discussed in February. #6 RENAISSANCE ON MAIN Renaissance manager Wayne Rassman and Chairman Jacquelene Mylor were present to update council with the Renaissance on Main program. Mayor Simpson had them describe the Renaissance program for the benefit of new council. The program had initially started as a result of Governor Paul Patton but has since been changed to fall under the National program under the Heritage Council. The Renaissance District extends from 1st to 5th Street and from the River to Pearl Streetincluding Main Cross up to Park Avenue. Wayne Rassman advised Council the next Renaissance meeting would be January 15th at 12pm at the Peak Corkran house. One of the items on the agenda would be to discuss and finalize the 2007 application needed to renew the Citys Renaissance status. Wayne also presented Council with a sample budget for this year. Mayor Simpson requested that the budget be more detailed as to where their money was being spent. He believes the 4 points (Design, Promotion, Economic Restructuring, and Organization) Wayne and Jackie both asked permission to go to a training class in January. Our program would receive a required credit for attending Mayor Simpson advised that he would like to see better communication between the Renaissance Program and the City. #7 OPEN BIDS FOR NEW STORAGE BUILDING Mayor Simpson opened 2 bids received as a result of an ad placed by the city to building a 30x70 building. The first bid was from Gosman Inc. in Madison Indiana for $19,995.00. The second bid was from W.L. Smith Construction of Independence Kentucky for $44,000. Attorney Duncan reviewed the spec sheet to make sure that both bids were based off of the same information due to the big difference in prices. A motion by Bernard Walsh seconded by Keith Jones to table this matter until the February meeting due to Councilman Giles is not present to validate the specifications for the building. Voice vote: Randy Jones yes, Gary Thompson yes, Charlie French yes, Bernard Walsh yes, Keith Jones yes. Motion carried unanimously. #8 GARBAGE CONTRACT RENEWAL Mayor Simpson advised that the garbage contract with Rumpke expires as of January 31, 2007. Rumpke is offering another 1-year extension. They propose to extend the current contract that would run from February 1, 2007 through January 31, 2008 with a 5% increase in the monthly fee. A motion by Randy Jones seconded by Keith Jones to accept the 1-year renewal year extension. Voice vote: Bernard Walsh yes, Gary Thompson yes, Charlie French yes, Keith Jones yes, Randy Jones yes. Motion carried unanimously. Rumpk representative Michael Sweeten advised he would send contract down to the City Clerk. #9 CRAIGS CREEK BOAT RAMP Mayor Simpson advised Council that they had a list of prospective ideas for the Craigs Creek Boat Ramp that the City has recently leased. All council was asked if there was anything not on the list. The City attorney will review the list and write a letter to the Core of Engineers asking permission for anything not addressed in the lease. ADDITIONS: Councilman French advised he had received calls regarding the lack of street lights at Blue Heron subdivision off of Highway 35. Mayor Simpson advised he would contact Greg Longshore regarding the status of their project. With no more business to discuss, a motion by Randy Jones seconded by Charlie French to ADJOURN.
