Bernard Walsh and Charlie French were absent. Attorney Mike Duncan was present. Visitors present: Wayne Rassman, Winslow Baker and Jane Searcy. Mayor Simpson called the meeting to order at 8:00p.m. #1 Approval of the Agenda No additions were made because tonights meeting is a special meeting. #2 Approval of the Minutes from previous meeting A motion by Keith Jones seconded by Randy Jones to approve the minutes from the previous meeting. Motion carried unanimously. #3 Approval of the Financial Statements & Bills for the Month A motion by Randy Jones seconded by Gary Thompson to approve the payment of the bills for the month. Motion carried unanimously. #4 Recognition of Audience None #5 WINSLOW BAKER Mr. Baker updated Council and the Mayor with some corrections he had found in the Draft Zoning Ordinance that was being reviewed. There was discussion on several items such as pg 58 section 12.8 pertaining to doublewides and modular homes within city limits. Attorney Mike Duncan said he would review KRS and KAR and confirm the correct information. Also Mayor Simpson questioned the appropriate use of using Gallatin County Planning Commission or Gallatin County Joint Planning Commission. It was agreed that the Attorney would review the Draft with the corrections before Council sent it the the Planning Commission for review and a public hearing. Councilman Giles questioned Mr. Baker regarding the drainage issue at IMI and our new parking lot at the sports complex. Mr. Baker advised he would look into the matter. Mr. Baker reported that there were a couple of errors in regards to the new FEMA maps. The City and Mr. Baker were currently correcting those errors. #6 RENAISSANCE ON MAIN PROGRAM Warsaw Renaissance manager Wayne Rassman reported that Morrie Haymond had attended a training session in Stanford on behalf of the Renaissance group. Another training session is planned next week and 4 others would be attending. The purpose of this training would be to develop ideas on how to coordinate and staff the Welcome Center (Peak Corkran House). The City had received the Preserve America sign and a decision needs to be made on where to install it. He announced that Metro Chili had been sold and was now located at Deatons Market. A & M Restaurants would soon be opening in the Blackmore House on Second Street. The Renaissance committee would again this year be issuing Beautifician Awards to be awarded sometime in June. June 16th was announced as this years River Sweep at the City Park. Volunteers are needed. #7 CHAMP BOAT RACE AUGUST 17, 18,19 Mayor Simpson asked Council what they wanted to do in regards to sponsoring the Champ Boat. A motion by Gary Thompson seconded by Keith Jones to give $12,000 to the Gallatin County tourism to help sponsor Gallatin Thunder on the River. #8 PROCLAMATION DESIGNATING MARCH 18-24 AS Professional Land Surveyors Week Mayor Simpson advised Council that he was proclaiming March 18-24th 2007 as Profession Land Surveyors Week in the City of Warsaw, and urged all citizens to recognize the importance of the role of the Professional Land Surveyor to our City and Commonwealth. #9 2ND READING OF ORD 2007-01 SUPPLEMENT OT THE CODE OF ORD. A motion by Jackie Giles seconded by Keith Jones approving the second reading of Ordinance 2007-01 enacting and adopting a supplement to the Code of Ordinances of the City of Warsaw. Voice vote: Randy Jones yes, Gary Thompson yes, Keith Jones yes, Jackie Giles yes. Motion carried unanimously. #10 BLUE TRUCK A motion by Randy Jones seconded by Jackie Giles to surplus the 1989 Ford F150 truck owned by the City and to take public bids to sell. Motion carried unanimously. #11 CLOSED SESSION FOR PURPOSE OF LAND ACQUISITION AND PERSONEL MATTERS A motion by Jackie Giles seconded by Randy Jones to exit the regular session and enter Executive Session per KRS 61.810 (1)(f) for the purpose of discussing a specific personnel issue and KRS 61.810 (1)(b) to discuss proposed land acquisition. Motion carried unanimously. A motion by Jackie Giles seconded by Randy Jones to exit Executive Session and enter Regular Session. Motion carried unanimously. With no more business to discuss, a motion by Keith Jones seconded by Randy Jones to ADJOURN.
